This year, as part of the ‘I Still Do’ campaign and Golden Jubilee Wedding Celebrations, the Ministry of Social and Family Development (MSF) has made enhancements to marriage preparation programmes to help couples build lasting, fulfilling marriages:
- [NEW] Enhanced Rebate Scheme for Marriage Preparation Programmes
From 1 July 2025, the rebate to couples for completing marriage preparation programmes will be increased to $170, up from the current amounts of $70 for an evidence-informed programme and $140 for an evidence-based programme. The enhancement aims to encourage more soon-to-wed and newlywed couples to participate in MSF-supported marriage preparation programmes equipping them with essential skills to navigate challenges and develop stronger relationships. All couples will receive increased rebates, with full subsidies available for lower-income couples.
Couples can look forward to new e-learning modules, enhanced with evidence-based content for more comprehensive information on strengthening relationships. Currently available to Muslim couples, these modules will be offered to civil couples as well after the enhancements later this year. This will benefit all couples who can access comprehensive bite-sized content at their own pace and convenience.
2 More couples are also taking proactive steps to strengthen their relationships and participate in other programmes offered by the Families for Life Council, in collaboration with Registry of Marriages (ROM), Registry of Muslim Marriages (ROMM).
i. Launched in February 2024, Our Marriage Journey Quiz (OMJQ) is a complimentary user-friendly relationship health check tool that helps couples better understand their relationship dynamics and fosters deeper conversations. As of January 2025, over 10,500 couples have completed the OMJQ.
ii. The Journey with You (JoY) marriage mentoring initiative pairs newlywed couples with seasoned couples and Licensed Solemnisers to guide them through their first year of marriage. Since its pilot in December 2021, the community of mentors has grown to almost 200 and more than 200 couples have been supported through JoY.
iii. Similarly, through Bersamamu, Muslim couples are able to speak with their Kadis/Naib Kadis and get the support they need. Since its launch in July 2019, 31,000 Muslim couples have benefitted from this.

Golden Jubilee Wedding Celebrations 2025
4 The Golden Jubilee Wedding Celebrations (GJWC), jointly organised by the FFL Council, ROM, and ROMM, is an annual event that honours couples celebrating 50 years of marriage. This year, GJWC continues to celebrate couples' unwavering commitment to marriage and share inspiring stories of enduring relationships.
5 Held on 16 February 2025 at the Raffles City Convention Centre, the event was graced by Guest of Honour President Tharman Shanmugaratnam and Ms Jane Ittogi. Hosted by Minister for Social and Family Development & Minister-in-charge of Muslim Affairs, Mr Masagos Zulkifli, GJWC brought together over 1,000 guests.
6 President Tharman and Minister Masagos presented 202 couples with a Golden Jubilee Commemorative Package, which included a certificate, a gold medallion, a congratulatory note, and a photo memento. A special highlight was the couples’ renewal of their marriage commitment in the presence of family and friends.
‘I Still Do’ Campaign 2025
7 The ‘I Still Do’ campaign is an annual FFL initiative that celebrates love, commitment, and marriage. This year, the campaign will be co-organised with the Sentosa Development Corporation (SDC) to engage and inspire younger couples to celebrate their love while fostering strong, enduring relationships.
8 Sentosa, a leading leisure destination where guests can connect with their loved ones, provides the perfect backdrop for this celebration of enduring love, aligning seamlessly with ‘I Still Do’ campaign's values. “I Still Do” Couple’s Night Out will be held on Sunday, 23 February 2025, from 5:00 PM to 8:00 PM at the Roof Garden at iFly Singapore, Sentosa. The evening will be graced by FFL Council Chairman Mr Ishak Ismail. 180 couples will have the opportunity to enjoy a curated programme, which includes a guided tour of Sentosa’s newest ridge-to-reef landmark, the Sensory Scape, as well as a range of interactive activities such as a 360-degree photobooth, corsage making, caricatures, canvas painting, and a dinner to conclude the evening.
9 Apart from the “I Still Do” event at Sentosa, married couples can look forward to a series of enriching online programmes, valuable resources, and enjoyable activities in the community designed to strengthen their relationships from 24 February to 24 March 2025.
