Schemes to Support Caregiving Needs of Persons with Disabilities
1 Currently, caregivers of persons with disabilities who need help with activities of daily living (ADL) may apply for the following schemes administered by the Agency for Integrated Care (AIC)
i) Foreign Domestic Worker Levy Concession for Persons with Disabilities enables caregivers of persons with disabilities who need help with at least 1 ADL to pay the concessionary levy rate of $60 per month, instead of the usual levy of $265.
ii) Foreign Domestic Worker Grant provides caregivers of persons with disabilities who need help with at least 3 ADLs a monthly grant of $120. This grant is means-tested and can be used to defray the cost of hiring a Foreign Domestic Worker (FDW).
Introduction of Alternative Assessment for Application for Foreign Domestic Worker Levy Concession and Foreign Domestic Worker Grant for Persons with Intellectual Disability or Autism Spectrum Disorder
2 The Ministry of Social and Family Development (MSF) has worked with the Ministry of Health to include MSF's Client Assessment Form (CAF) as an alternative assessment tool for those with cognitive impairments such as Intellectual Disability (ID) or Autism Spectrum Disorder (ASD) to be assessed on the level of support required for ADLs. The CAF assessment can then be used to support caregivers' application for the Foreign Domestic Worker Levy Concession for Persons with Disabilities and the Foreign Domestic Worker Grant.
3 This assessment can be done by registered physiotherapists (PTs) or occupational therapists (OTs) at the Special Education (SPED) schools or disability care services such as Day Activity Centres (DACs) the person with disability attends. This inter-ministry collaboration has enabled the application process to be more convenient and accessible for both persons with disabilities and their caregivers.
Where to go for a CAF Assessment
4 Caregivers of persons with ID or ASD attending a SPED school or disability care service such as DAC may enquire with the school/centre on the CAF assessment for their child/dependant. Registered PTs/OTs at the school/centre will provide an assessment of the level of support required by the person with ID or ASD for ADLs for application to the Foreign Domestic Worker Levy Concession for Persons with Disabilities and the Foreign Domestic Worker Grant.
5 Caregivers of persons with ID or ASD who are not attending a SPED school or disability care service, or whose SPED school or service provider does not have a registered PT or OT may approach one of three therapy hub service providers for the CAF assessment.

1. What is CAF?
The Client Assessment Form (CAF) is an assessment tool used by Voluntary Welfare Organisation (VWO) staff in DACs, Sheltered Workshops (SWs) and SPED schools to determine the level of support needs for persons with disabilities.
2. What will CAF assess for in the application for Foreign Domestic Worker Levy Concession for persons with disabilities and the Foreign Domestic Worker Grant?
The CAF assessment will determine the level of support required for ADLs that the person requires permanent assistance with. There are different requirements for the two schemes (please see table below).
